Justin serves as Assistant General Counsel for International Privacy & Policy within Yahoo's Public Policy/Legal Group. He handles online privacy matters for the company’s many global properties, with specific emphasis on the privacy implications of analytics, online advertising and consumer-facing privacy tools adapted to diverse cultural and legal contexts. He has managed Yahoo!'s EU-US Safe Harbor programme and serves as a senior leader within the company on matters of corporate accountability in privacy. He represents Yahoo before world governments and within international trade associations and advises on the development of industry standards for publishers, ad networks, agencies and advertisers, and their adaptation to new business models and changing technology. A frequent speaker in both domestic and international fora on privacy and trans-Atlantic regulatory matters impacting global businesses, he testified in French on behalf of Yahoo before L'Assemblée Nationale in Paris, participates at the Centre for Information Policy Leadership think tank housed in the Hunton & Williams law firm, represents Yahoo for APEC privacy work, and served as an expert advisor to the OECD's Privacy working group (WPISP) in its 30 year review of the highly influential OECD Privacy Guidelines.

Prior to his role at Yahoo, Justin served as Privacy Counsel to both the Network Advertising Initiative (NAI) and the Email Sender & Provider Coalition (ESPC), two leading US- trade groups with specialized expertise in online advertising privacy. His expertise in international work originated during his service as a Peace Corps volunteer in Guinea, West Africa, followed by two tours of duty within the international relations divisions of the Olympic Winter Games Committees of Salt Lake City, Utah and Torino, Italy.
